Generally sample packs will include both WAV and MIDI files, both of which can be easily imported or drag and dropped straight into your project!

Installing a vocal preset depends on your DAW but generally it involves opening your DAW and importing your preset into your preset bank. You can then apply that preset to your vocal track.

For the majority of sample packs you will not need to have any plugins installed. For sample packs that include MIDI files, you can use whatever virtual instruments that you have in your DAW to achieve the sound you want.
